Project including the acquisition, pre-development, and development of an Inter-Tribal Elder Village (Ukiah, CA.) for elders receiving Supplemental Security Income/State Supplementary Payments (SSI/SSP).
For many indigenous communities, elders are the last keeps of language, tradition, and culture. Our vision for this project is to create a safe space that will promote the preservation and passing of these teachings. This space, to be specifically designed "by the elders, for the elders". The proposed development will include 12 handicap-accessible residential units with a centralized shared building for recreation, services, and meeting space.Â
The Inter-Tribal Elder Village will be overseen by NCIHA's Resident Services and Empowerment and Supportive Services Department staff. Additional services to support the residents of the Inter-Tribal Elder Village will be offered through partnerships with local agencies, organizations, and non-profits that provide health care, culture, and traditions.Â
This project was made possible with funding from the California Department of Social Services Community Care Expansion (CCE) program. The CCE program is part of a statewide effort to expand the State’s housing and care continuum, improve treatment outcomes, and prevent the cycle of homelessness or unnecessary institutionalization. Project Updates
We officially began construction and are excited to continue this journey alongside Pacific Builders, Trinity Valley Consulting Engineers, SHN Engineers & Geologists, and the City of Ukiah. Together, we are building more than housing—we are building a place where stories will be shared, languages will be preserved, friendships will flourish, and future generations will honor the wisdom of our elders.

What a beautiful day it was! The weather was perfect, the food was delicious, and the love, pride, and support shared throughout the celebration could truly be felt. It was inspiring to see so many people come together with a shared vision of creating a safe, affordable, and culturally centered community where our Tribal elders can age with dignity, surrounded by culture, connection, and care.
A heartfelt thank you to Clarance Carrillo and Martin Martinez for offering a moving blessing and prayer over the land, the project, and everyone gathered. Your words grounded us in gratitude and reminded us of the importance of this work.
To our incredible NCIHA team—thank you. Your dedication, perseverance, countless hours of hard work, and unwavering belief in this vision have brought us to this historic moment. This milestone belongs to each of you.
This groundbreaking marks the beginning of an exciting new chapter, and we are grateful to everyone who has walked beside us to make this vision a reality.

At 1:00 PM PST, NCIHA held their bid opening in regards to their Request for Bids for the 15-Unit New Housing Construction for the Inter-Tribal Elder Village.Â
NCIHA hosted their pre-bid site walk for contractors this morning! Many were able to come and ask questions directly to the NCIHA's Construction Department and engineering team, Trinity Valley Consulting Engineer, Inc.

The Northern Circle Indian Housing Authority will receive bids from qualified firms and enterprises to complete work that generally consists of the 15-Unit New Housing Construction of the Inter-Tribal Elder Village in Ukiah, CA. 95482.

Northern Circle Indian Housing Authority had the honor of presenting at the City of Ukiah Meeting.
 We shared who we are as an organization, our vision for the future Inter-Tribal Elder Village, and our deep commitment to being strong, collaborative partners in serving the broader community.
 The presentation was warmly received by the City Council. Their thoughtful questions and forward-thinking comments demonstrated a clear alignment with our shared goals of community wellness, housing access, and respectful engagement.
NCIHA held a site visit with our contracted Architect and Engineering team; Trinity Valley Consulting Engineer, Inc., Pyatok, and Costello Kennedy. During the site visit, the project team walked the site and discussed some of the current natural features (i.e. native plants, trees, and creek), and the schedule for future site surveying and soil testing. Back at the office, the project team met with 7 Tribal Elders to review the preliminary designs for the site and housing and gathered valued comments and feedback about the project. Â
A special 'thank you' to the Elders who attended and shared their thoughts, ideas, and wisdom.Â
Before the demolition of 420 Cooper Ln., NCIHA was able to coordinate with the Ukiah Valley Fire Authority (UVFA) for a training on how to pull hoses for probationary firefighters. Giving UVFA access to train on and within the home gave local firefighters hands-on experiences for properties that may be as old or older than the home on Cooper Ln.Â
