Who May Be Eligible?
To be considered for the Home Rehabilitation Program, applicants must meet the program’s eligibility requirements, including:

• Be a homeowner of the property for which assistance is being requested.
• The home being repaired must be the applicant’s primary residence.
• Maintain active homeowners insurance on the property.
• The home must be located within the United States.
• Meet all other applicable NCIHA program requirements and provide the documentation necessary to determine eligibility.

The Home Rehabilitation Program is intended to assist with the member’s primary residence, meaning the home where the member lives as their main and permanent residence. Assistance cannot be used to repair a second home, vacation home, rental property, or another residential property owned by the applicant.

What Types of Repairs May Be Covered?
The program may assist with necessary repairs and improvements to the home, including, but not limited to:

• Accessibility Modifications
  • Installation of ramps
  • Walk-in showers
  • Widening of doorways
  • Other necessary modifications that improve accessibility
• Health and Safety Repairs
  • Repair or replacement of broken windows
  • Repair or replacement of damaged doors
  • Water leaks and related damage
  • Electrical damage or safety concerns
  • Other repairs necessary to address health or safety hazards
• Structural Safety
  • Roof repairs
  • Porch repairs
  • Floor covering repairs or replacement when necessary
  • Other structural or safety-related repairs identified during the review process
• Necessary Modernizations and Repairs
  • The program may also consider other necessary repairs or modernizations that are determined to be appropriate under the program guidelines.

Repairs will be reviewed based on the condition of the home and the need for the requested work. The NCIHA Construction Department will determine whether requested repairs are necessary and whether they qualify under the Home Rehabilitation Program guidelines.

What Is Not Covered?
The Home Rehabilitation Program is intended to address necessary home repairs and health, safety, accessibility, and structural concerns. It is not intended to fund luxury items or routine homeowner maintenance.

Examples of non-allowable expenses include:

• Hot tubs
• Swimming pools
• Furniture
• Light bulbs
• Trash removal
• Landscaping
• Other standard homeowner maintenance or luxury improvements that do not meet the program’s allowable repair guidelines

Priority of Repairs
Because the program is intended to help address the most necessary housing conditions, priority will be given to repairs involving accessibility, health, and safety concerns.

If your home has a condition that creates a safety hazard, affects your ability to safely access or use your home, or presents a health concern, please be sure to clearly explain the issue when submitting your application.
