The Hopland Four-Plex, a four-unit residential complex owned and operated by NCIHA on the Hopland Band of Pomo Indians' Rancheria, is a new construction project with two 2-bedroom and two 3-bedroom units. The project is primarily funded by the Native American Housing Assistance and Self-Determination Act Indian Housing Block Grant (HUD), HOME Investment Partnership (HCD), and Homekey 2.0 (HCD). 

The project will serve the Chronically Homeless population with incomes equal to or less than 50% Area Median Income (AMI).

Ribbon Cutting Ceremony
July 19, 2025

The official ribbon cutting for the Hopland 4-Plex was held on July 19, 2025. This project, nearly a decade in the making, stands as a milestone for providing permanent housing for four formerly chronically homeless Tribal families and representing the first HOME Investment Partnership project completed by a Tribe/Tribal Entity in the State of California. It also marks the first affordable housing development of the partnership between the Hopland Band of Pomo Indians and Northern Circle Indian Housing Authority since the early 1990s.

Those who were in attendance were: NCIHA staff, representatives from Housing and Community Development, Senator McGuire's and Assembly Member Chris Rogers' office, Hopland Band of Pomo Indians Tribal Council and the general members, Rural Community Assistance Corporation, Mosaic Urban Development, California Coalition for Rural Housing, Mendocino County District Representatives, and California Interagency Council on Homelessness.

Housing and Community Development (HCD) came to Hopland on August 1, 2024 to visit the Hopland 4-Plex and meet the NCIHA staff who are working on the project.
